Female Offender Programs and Services (FOPS)

The California Department of Corrections and Rehabilitation’s (CDCR) Female Offender Programs and Services (FOPS) provides safe and secure housing for female offenders with opportunities such as vocational and academic programs, substance abuse treatment, self-help programs, Career Technical Education, pre-release guidance and community betterment projects.

CDCR established the office of FOPS/Special Housing (FOPS/SH) in July 2005, within the Division of Adult Institutions. This office manages and provides oversight to all female programs, fire camps and community programs.

FOPS/SH is dedicated to the rehabilitation process for all incarcerated people to include an environment with ethical institutional settings where they are treated with dignity and respect.
