Facility Planning, Construction and Management (FPCM)

FPCM was created to allow CDCR to effectively manage its real estate requirements in a comprehensive manner.  To carry out its mission of public safety and rehabilitation, CDCR must manage various assets including real estate assets. CDCR is the largest user of State-owned facilities in California State government, with over 49 million square feet of State-owned space, covering over 25,000 acres and leases totaling over 2 million square feet. 

CDCR Master Plan Annual Report

As specifically required by Penal Code Section 7003.5, CDCR’s Master Plan Annual Report (MPAR) provides information on:

• Proposed projects contained in the Department’s most current Five-Year Infrastructure Plan to carry out CDCR’s mission.
• Current active projects during the reporting period (prior calendar year); and
• Projects completed within the reporting period.

The report also contains narratives, charts and graphics that detail CDCR’s needs based on the incarcerated population.  Specific sections of the report are dedicated to CDCR Population, Infrastructure, Housing Needs and Health Care.

The institution tabs contained in the MPAR provide detail on active, proposed, and completed projects at individual adult institutions and juvenile facilities.  These include capital outlay, special repair, deferred maintenance, and energy efficiency projects that maintain, modify, or add infrastructure capacity, which support CDCR’s programs and operational goals.
